IIRC, Jack Hawksmoor of the Authority (which I’ve only read a little bit of) can travel between cities by creating a special city-bubble which acts as an urban environment around him, thus sustaining him.
As far as limiting the rbanomancer’s power, maybe you could give each city a charge-cap, as in a maximum number of charges that can be obtained and held within that city, and require the urbanomancer to only use charges in the city where he gained them- he might have 5 minors and a sig in London, for example, but if he goes to Tokyo he’s only got the single minor he earned last time.
There could be a ritual – and make it a good one – that the character would to align himself with a new city without losing the connection to the others. It would involve aligning himself with the two cities symbolically; for instance, an urbanomancer who starts in Havana and then moves to Miama wouldn’t have a hard time. Perhaps you’d have to find a number of elements in the new city that signify the original one, reinforcing the idea that all cities of the world are simply one Universal Metropolois. The character’s obsession would have to reflect this, though: if he’s devoted to the All-City, he could work this into his belief system, but if he’s a New Yorker? Fuggedaboutit.
As for storing charges in cities, I like that idea – and would the number of charges storable in a city be determined by population?

Try something along the lines of a Bibliomancer. The Rat has to carry mementos/souveniers/t-shirts/etc. of his city on his person. Make each item able to hold one minor charge, or something like that.
He would then be unable to charge up once outside of his city.
That way, he’s able to function outside of his city, but he’s still nowhere near his full strength.
