Yes, just no benefits/bonuses/etc for doing so. Say, if your prey is a South American drug lord and you find him being guarded by a half-dozen goons… it’s perfectly allowable to kill the goons to get to your prey.
Altho an Executioner who refuses to kill -except- his prey might be interesting…

My God, an Executioner who torments and tortures his victims into killing themselves.

It sure would clean up the whole ‘pointblanking’ as a problem. You’d go from murderer to witness to a homicide.
That, and it’s easier to clean one’s connection to a suicide than a homicide.
