Effect: For ten minutes after you pin the badge to your chest, people won’t remember any details about what you said or your appearance except for what your breasts looked like, though they will remember what you did, so they’ll give testimonies like “The chick with the perky 34Cs walked into the bank, fired a shot into the air and then everyone got down on the floor and stayed there while she and the blonde caucasian man with the hazel eyes, five o’clock shadow and lip scar emptied the till.”
Of course this only works if you’ve got visible breasts for people to fixate on, so if you’ve got ‘em wear something tight or ideally with a boob window. Wearing comedy fake breasts or even just a T-Shirt with an ASCII “(oYo)” prominently displayed on the chest will work. People will have quite vivid memories of your breasts though, to the extent they’ll be able to pick them out of an identity parade with uncanny accuracy.

The pin only ever holds one charge, but gets new charges every September 11th at 9:59 and 10:28 AM EDT.
